Local Contenders Move on to Next Stage of Used Nuclear Fuel Repository Assessment

Both the Township of
Huron -Kinloss and Munici-
pality of South Bruce have
been selected to continue on
with investigation of their
potential to host a used
nuclear fuel repository,
while Brockton has been cut
out of the running.
The Nuclear Waste Man-
agmement Organization
(NWMO) announced Dec. 2
it had completed the first
phase of the preliminary
assessment of the three
communities.
"Based on work under-
taken collaboratively with
each community, the
Municipality of South Bruce
and the Township of Huron -
Kinloss are both assessed as
having strong potential to
meet site selection require-
ments and have been identi-
fied for further study," the
release said.
The assessment looked at
the conditions to poten-
tially build underground
storage for used nuclear
fuel in both communities.

suitability of the geology,
ability to find a safe, secure
site and community

support and interest in the
project as it progresses
through the phases of what
is known as the ongoing
Adaptive Phased Manage-
ment (APM) to investigate
potential sites for long-
term used uranium fuel
bundles from Canada's
nuclear fleet.
"Through their leadership,
each of these communities
has advanced this major
national project on behalf of
all Canadians," said Kathryn
Shaver, vice-president of
APM Engagement and Site
Selection at the NWMO. "As
we prepare for increasingly
detailed field studies and
engagement, we need to
narrow our focus to areas
with strong potential for
meeting strict safety require-
ments and for the project to
align with the community's
long-term vision:'
Township of Huron -Kin-
loss mayor Mitch Twolan
said the announcement
demonstrates his commu-
nity has the geological con-
ditions, of which the waste
would be buried at least
500 -metres underground
according to NWMO.
Twolan said Huron -Kin-
loss has been keeping up to
speed via the Community
Liaison Committee, but up
until recently the communi-
ty's attention hasn't had new
pieces of information to
focus on.
With the recent federal
hearing for Ontario Power
Generation's Deep Geologic
Repository project for low
and intermediate level
nuclear waste wrapping up
in Kincardine this fall,
Twolan said he expects a
similar tone of opposition
and "push back" to the used
fuel repository project from
both the United States and
across the region.
"It's important to have
those conversations and all
of those opinions should be
taken into account. It's part
of the process," Twolan said.
The competition for a used
nuclear fuel repository is
being demonstrated in both
Saskatchewan and northern
Ontario as well. After the
next round of assessments,
Twolan said no one knows if
the community will still be a
candidate.
"A year from now we could
be out of this process," he
said. "The northern commu-
nities are definitely further
ahead than we are."
The Joint Review Panel has
until May to make a decision
on the OPG DGR, and that
outcome will no doubt have
an impact on this project,
Twolan said.
With the potential growth over the next
20 years in that area, we'd never want
to sterilize any development that could
happen down the road.
"For some people it'd be
comforting to see if they get
a construction license," he
said, adding the social
acceptance in the area sur-
rounding the Bruce nuclear
site remains a benefit.
Though he doesn't have an
idea where such a used fuel
site would be positioned in
Huron -Kinloss, "it won't be
west of Highway 21" or in
close proximity to Lake
Huron.
"With the potential growth
over the next 20 years in that
area, we'd never want to ster-
ilize any development that
could happen down the
road," said Twolan.
With significant agricul-
tural land available, it would
be up to landowners to dis-
cuss the sale of their land for
such a project, as well as
with the community.
NWMO's release said pre-
liminary findings do not
confirm technical suitability
and safety of any site. "At this

The findings do not affect
work ongoing in 11 other
Ontario and Saskatchewan
communities involved in the
site selection process.
In January, Arran-Elder-
slie and Saugeen Shores
were eliminated from the
process due to the geology
and geography and the
areas.
All of the communities in
Bruce County that took part
in the project will receive
$400,000, as the "NWMO is
recognizing the significant
contributions of all five
Bruce County communities
that have participated in
the process," by contribut-
ing to a 'Community Well -
Being Fund:
Preliminary Assessments
are the third of a nine -step
process for evaluating suita-
ble communities for a used
fuel repository.
"The next phase of work
involves more intensive
community learning and
engagement," the release
said. "Work will take on a
broader focus to include
First Nation and Metis com-
munities in the area as well
as neighbouring municipali-
ties."
Preliminary fieldwork will
also begin, including geolog-
ical surveys and, at a later
date, limited borehole drill-
ing, to further assess geology
and site suitability against
technical safety require-
ments.
"As individual studies are
completed, the NWMO will
continue to narrow its focus
to areas with strong potential
to be suitable for hosting a
repository," the release con-
tinues. "Ultimately, the pro-
ject will only proceed at a
site that can safely contain
and isolate used nuclear fuel
and with the involvement of
the interested community,
First Nation and Metis com-
munities in the area and sur-
rounding municipalities
working together to imple-
ment it."
The project has been a
multi-year process and is
expected to take several
more years before a pre-
ferred site is found and an
"informed and willing host"
is established.
