have been published in pamphlet form
by the Dominiou government; a too
desirable course to adopt in view of the
many misrepresentations which have
been made by the Ottawa opposition on
this subject.
It is easily seen from a most oursory
perusal of the pamphlet, that the
government has covered very aloeely
every phase of the immigration goes•
tion, from the time of the solicitation of
the intending immigrant to (some to
Canada, to his being landed on the shores
of thie country.
The prohibitive clauses are both ex
tensive and complete. They involve
the exolnbion of the insane, epileptics,
persons ell -tided with contagious die.

The Governor-in•Connoil may, by
proclamation or order, whenever he
considers it neoessary or expedient, pro-
hibit the lauding in Canada of anv
specified class of immigrants, or any
immgrants, who have come to Canada
otherwise than by continuous journey
from the country of whioh they are
natives or citizens, and upon through
tickets purchased in that country.
Acting under the authority of the
Minister, the immigration agent, the
medical officer, and any other officer or
officers named by the Minister for euoh
purpose, may act as a board of inquiry
at any port of entry to consider and de-
cide upon the case of any immigrant
seeking admission into Canada.
The decision of such board affecting
the right of any euoh immigrant to land
in Canada shall be subject to appeal to
the Minister.
The Governor -in Council may make
regulation governing the procedure in
oonnection with inquiry and appeals
from their decisions.
82. All railway or transportation
companies, other persons bringing im-
migrants from any country into Canada
shall, on demand of the superintendent
of immigration report to the country
whence he was brought any immigrant
prohibited by this sot or by order -in
council or regulations made thereunder,
from being landed in Canada who was
brought .by such railroad, transports•
tion company or other person in Canada
within a period of two years prior to
the date of such demand.
We have outlined but a few, of the
many precautions which have been
taken to prevent the admission into this
country of undesirable persons, and
when it is added that bonuses are not
paid save to agricnitntists and domestio
servants, it is difficult to see what more
could be asked for.

Magazine; and smokers and non•sm,ok-
ere alike will do well to read it. Here
are some startling facts from the
article:
"There is overwhelming evidence to
show that juvenile smoking is an evil of
the first magnitude --an evil which is
sapping our boyhood's strength, and sc
undermining our national manhood.
"Over a hundred million oigarettee are

penny packets alone.
"Boys who smoke them seem to have
their moral sensibilities blunted so that
tbey are led eaaily into other vices. * * *
A doctor examined thirty boy smokers,
between the ages of nine and fifteen
In twentytwo he found serious dire
orders, and a more or less marked taste,
generated by tobacco, for drink. The
cigarette in the mouth of the boy, there-
fore, is doubly an accursed thing --ac
pursed for the physical evils it brings
about and accursed for the moral evils.
"When the Boer war broke out, in tbe
Manchester district alone, 11,000 volun-
teered to fight for their country. Eight
thousand were at once rejected as
physically urfit, and only 1,200 finally
paeeed the doctors. The chief cause of
unfitness was proved to be smoking as
boys and young men.
"A breeder cf cattle who only got
1,20 physically•developed animals out
of 11,000 reared to full age would call a
halt, and begin to think; and tbia is
what the British nation roust do, or go
to pieces."
