NOTES AND COMMENTS
Mr. J J. Rueter, editor of the Kiu-
oardiue Reporter, hes been nominated
for the Legislature by the Liberals of
Centro Bruce I, will be a battle be-
tween the two Kinaardine editors, Mr.
Hugh Clark, of the Review, being the
Censer vative candidate.
During the last three years the
Whitney Geverament have spent $'et36,-
945.73 on investigations and commis
stone, and during the last three years
of the former Admni tratiou $50.083 76
was spent in similar objects. Monday
in the Legislature returns were present
ed by the Provincial Secretary, giving
the cost of each individual commission.
Judge Mabee has been appointed
chairman of the railway commission in
succession to the late Judge Killam.
His appointment was made by the
cabinet Saturday afternoon, the pro-
vision being allowed that he shall be
entitled to his pension as a judge. This
was the main reason for his previously
declining. The salary of $10,000 will
not be inere toed.
Oa Tuesday of last week, Hon. Mr.
Fielding, Minister of Finance, present-
ed his budget and delivered his annual
statement of the condition of the finen-
ess of the country for the last fiscal
period which was for nine months. Mr.
Fielding, amid the cheers of the mem-
iesrs,annouttced that the surpins for the
nine months was larger than the surplus
of any fiscal year since confederation,
and was nearly half the total revenue of
the Conservative government when they
went out of offi:e in 1896 Total reven-
ue for nine months ending 31 Marob
list amounted $67,969,303 and expendi-
ture on consolidated fund for ttio same
period amounted to $51,542,161.
The proposed redistribution of the
ridings for the Ontario Legislature was
made public on Tuesday, except in a
few ridings. In a number of ridings no
change will be made and among these
are the three ridings of Bruce county
and North and South Perth. In Huron
the provisional divisions are: South -
Townships Hay,Stephon, Usborne, Stan-
isy and Godericb; villages of Exeter,
Hensel! and Bayfield. Last -Townships
Grey, M.Iiiilop, Tuckersmith, Hallett,
Celborue, and towns of Godench, Sea -
forth and Clinton and village of BrusseIe.
West -Townships of Howick, Morris,
Mulberry, East Wawauosh, West Wa-
wanosh, Ashfield, town of Wingham,
villages of Blyth and Wroxeter.
• The country expected an agreeable
financial statement, bat the one present-
ed by Mr. Fielding was far in exoess of
what the most sanguine anticipated. A
surplus' of $16,000,000 for the short
period of nine months, and a surplus for
the year of $19,000,000 should canoe a 1
reasoning men to acclaim the present
government as the best in the history of
the Dominion. With great public works
in progress, a decrease in the public debt
of $3,371,117, with generous appropria-
tions for the pnblic service, with a great-
er Canada to govern, the per capita pub -
lie debt decreased from 50.82 in Conser-
vative days to 42.84 to -day, surely these
are fasts which will appeal to the elec-
tors of Canada, and stamp the adminis-
tration of Sir Wilfrid Laurier, as efii
tient and intelligent, and in the inter-
ests of all the people.

day in the House of Commons Monday,
dealing with private bills and motions,
the serenity of the Chamber was rallied

ment by Mr. Talbot, showing the creeds
and nationalities of members of the
civil service at Ottawa. The nnwisdom

Hon. Messrs. Fielding, Graham and
Ayleeworth strongly deprecated any ac-
tion whioh would revive the old and
unfortunate fends. On motion- of Sir
Wilfrid Laurier the debate was ad-
janrn:d, iu the hope that wiser coun-
sels might prevail after maturer reflec-
tion
Mr. Meredith, on the other hand,
thinks it is a mistortnae to live to bo
eighty, He iereported as saying that
"a man's life ought to end when he is
sixty-five," for "he toast atop working
then, or else do work that is inferior,"
and "when a man stops working, nature
is fiuished with him, and he ought to
go." ... Mr. Meredith is unoonecious-
ly exaggerating the gospel strenuosity.
Work is not an end, bat a means. The
end is happiness, sell development, cap-
acity for social service in the larger
sense. The man who "mast stop work-
ing" need net stop meditating, guiding
his younger fellowmen, contemplating
the proelems of existence, pondering hie
experience„ giving the benefit of it to
society, Moreover, he is entitled to rest
and peace after the battle of lite. There
are books to read, music to enjoy, a
world to see, many pleasures, indeed,
which the man in harness must deny
himself. Why Is not old age, if vigor-
ous and serene, the time for such enjoy,
ment? Certainly the east does not
share Mr. Meredith's idea of death
after discharge from work and the west
is learning to appreciate more and more
the vaine of the contemplative and rest-
ful life. Society is too human to wish to
get rid of its old. Is wishes to see them
comfortable and happy. And this wish
is quite as "natural" as the insistence
upon work and usefulness.-Chioago

Mr. W. E. Stave t, trustee for the
Sovereign Bank, has entered an action
for $110,000 against the former man-
ager, Mr D. M. Stewart.
Live Stock Markets.
Toronto, March 24 -Prioes were good
and firm at the City Cattle Market to-
day, in some oases of extra choice
butcher cattle, 20 to 25o higher. Choice
butcher, however, are still scarce. Good
light export cattle are bought up for the
local bnt.her trade, rat prices, of course,
correspondingly high, so that in a few
instances wholesale butcher bnyere were
paying as high as $5 to $5.25 for beef
cattle for the local market. The run
was again light, and is likely to continue
so until country roads are in a more pas-
sable condition. Under these circum-
stances the higher prices may be expected
to rule steady for awhile. There is a
large proportion of cattle, however, of
the common and inferior grades, whioh
does not share very materially in the
enhanced prices due to the shortage of
good to choice butcher cattle.
Export cattle were firm at $3 to $5 25,
with only two or three good loads
offering.
The etocker trade has scarcely yet
started but there is a steady market for
anything of fair quality.
The hog market is firm and quote■ ten
curs higher than last weer;.
To•day's run was 44 care and included
755 head of cattle, 126 sheep and lambs,
206 calves, and 600 hogs.
