The first recommendation from staff was to reduce the speed limit on County Road 25 (Blyth Rd.) to 60 km/h from 580m west of County Road 4 to the main intersection. The speed limit on County Road 25 when approaching the village of Blyth is currently 90 km/h. The request was made on behalf of The Huron Pioneer Thresher and Hobby Association as a result of safety concerns. "They hold their annual steam show on the site in September and the site plays host to other events during the summer," a staff report stated. "The campground on the site draws visitors through the summer." County staff said this could pose a hazard as vehicles slow or stop prior to making left or right turns into the facility. In their report, Steven Lund, director of operations and Mike Campbell, manager of public works, said reducing the speed limit would "provide a higher level of safety to all motorists in the vicinity of the Thresher's venue entrance" The recommendation referred to the area of County Road 12 and County Road 25. Currently the speed limit on County Road 12 is 90 km/h to the north of Walton. At a point 790 m north of the limit of County Road 25, the speed limit is reduced is 60 km/h. Then, 515 m further south of that point, the speed limit is further reduced to 50 km/h. According to the staff report, a number of residents have made request for the speed limit to be reduced for safety reasons. "Staff have reviewed the situa- tion and are of the opinion that the stretch of road in question meets the requirements of a "built-up area" as defined in the Highway Traffic Act with an associated default speed limit of 50 km/h," Lund and Campbell wrote in their report. Furthermore, the report stated, "This area affected by the pro- posed speed limit reduction has numerous entrances, both resi- dential and commercial, with the associated vehicular traffic. Road safety is associated with both the operating speed and the number of entrances, so this speed limit reduction should improve safety." Lastly, in the summer, a number of residents of the Saltford-area had approached council with a petition regarding traffic speed concerns, east of Hwy. 21 at West - mount Line (at the top of the hill). The petition requested that the posted speed be lowered from 60 km/h to 50 km/h. However, according to a report, staff found that 60 km/h is a suffi- cient speed limit for the area. "The OPP carried out spot enforcement three times and found one speeding vehicle each time. This is a low frequency," the report stated Staff have suggested speed mon- itors be installed to help determine the appropriate amount of enforcement. "Lowering the speed limit may drop speeds a bit, however, enforcement is required to ensure compliance to the speed limit," the report stated. The county has agreed to lease a traffic speed sign from the Coali- tion for Huron Injury Prevention (CHIP) to allow staff to review traf- fic speeds and create public and motorist awareness. Now, a nephew of one of the alleged nurses said a state- ment by Esther Smale, which identified one nurse in the cen- tury -old photo as his aunt, is incorrect. John Dunn, 63, from Tillson- burg, Ont., admitted Smale's description of his aunt Margariet Dunn, also known as "Auntie Dunn," was spot-on, but not the identification. "The text that Mrs. Smale wrote about her, that's accurate. That's her no doubt," Dunn said during a phone interview. "It's just not her in that picture." Although the picture is dated from 1925 in Seaforth, neverthe- less Dunn clarified his aunt gradu- ated in 1923 from St. Joseph's Hos- pital in Chatham, Ont., before beginning an extensive career in the Seaforth area. Dunn stated "Auntie Dunn" also spent time in the U.S. nursing in Detroit and California. "She died in 1984, we're talking 30 years ago, there's not going to be a lot of people around now that would know her. They knew of her or maybe delivered by her," Dunn explained. Besides the facts already stated, Dunn could not elaborate much more information to possibly help with the investigation of the myste- rious nurses. "I hardly know anybody left in Seaforth, we spent some time up there when we were kids, we used to hang around the Sills kids and stuff like that, but that was a long time ago," added Dunn. Besides Margariet Dunn, who her nephew alleges is not the nurse in the photo and Olive L. Hackney, the nurse Smale claims is also from the graduat- ing class of 1925, there yet remains names to attach to three of the nurses.
