HEAT asks council for support
Shaun Gregory
Huron Expositor
The six-year fight against
wind turbines continues in
Seaforth. The Huron East
Against Turbines (HEAT)
members arrived at council
October 20 to ask the politi-
cal round table for aid, this
marks the third consecutive
time they have been present
at Huron East's chambers for
discussions.
The group of about ten
anti -wind turbine concerned
citizens made a request for
the municipality to lend a
helping hand and support
the HEAT movement. They
addressed the councillors
with three ways they could
accomplish this.
. Respond to the federal
government in regards to the
Radiation Admitting Act
(RITA), which the members
said are to be regulated
because they do produce
radiation "in the form
infrasound."
. Invite the municipality of
Huron East to be involved
with sending out memos in
the form of emails or other
methods of communication
in regards to wind turbines.
In the documents sent out,
HEAT made recommenda-
tions that these findings
should inform the commu-
nity to respond with any
complaints concerning peo-
ple affected by noise, health
or sleep.
. Lastly, Heat member
Gerry Ryan said, "We want
that report struck from the
record of the municipality
because it's an inaccurate
representation of what was
asked of council to do."
Currently, Huron East
CAO, Brad Knight is going
through the specifics asked
by HEAT with all the mem-
bers of council.
"I know council is listen-
ing to what's been said, but
I'm not going to say what
council's reaction is going to
be with that either,"
explained Knight last Friday.
"In response to RITA, it's not
a new legislation, I (have) to
report back to council and
(they) will actually get a copy
of the whole resolution."
During the 15 -minute del-
egation meeting with coun-
cil, HEAT stated they believe
there is a health concern
stemming as a result of the
loud noises emanating from
the wind turbines. This noise
is keeping residents of St.
Columban up late into the
night. According to HEAT,
last week people com-
plained about noise once
again in what they described
as "a particularly bad night, a
significant uproar that gen-
erated through the homes",
said Ryan. The group has
suggested assistance from
the health unit.
"The fact is, lack of sleep or
deprivation of sleep is qual-
ity of health (issue), and a
measure of negative quality
for that reason," added HEAT
member, Jeanne Melady,
explaining reasons to why
this should be brought to a
health department's
attention.
Mayor of Huron East,
Bernie MacLellan is not
convinced the sound com-
plaints resulting in alleged
health issues could be dealt
with.
"I don't know if the Board
of Health would do some-
thing about it, Jerry hit it
right on the head, they don't
have it in their budget,"
MacLellan said. "Their
budget is supplied mostly by
the province."
The next council meeting
will be held at Huron East's
town hall in Seaforth
November 3.

Hamilton informs Seaforth and every
municipality in the province of "exorbitant
prices" connected to rent -to -own companies
Shaun Gregory

A digital manuscript from
one of the offices of the City
of Hamilton was sent out to
all municipalities in Ontario
warning them of inaccurate
protocol relating to rent -to -
own establishments. Huron
East is included as one of the
boroughs to receive this cau-
tionary note.
Fred Eisenberger, the mayor
of Hamilton, stated that these
specific places marketing
items essential for living are
often charging "exorbitant
prices': As outlined in the doc-
ument by Eisenberger, cur-
rently, rent -to -own products
are generating $260 million
yearly with some allegedly not
clarifying the proper terms for
consumers. The City of Hamil-
ton urges the province to regu-
late these businesses and
influence more "transparent
advertising" that disclose con-
tract fees as well as late fees,
service fees and an overall
annual percentage rate also
known as a APR. Eisenberger
indicated in the two-page let-
ter, if these organizations were
in the U.S., their rates would be
considered illegitimate. In sev-
eral states they wouldn't be
allowed to conduct business.
"There needs to be more

rent -to -own or lease to own

niture or some other product.

protection, commented, CAO
of Huron East," Brad Knight.
"It's that index of credit
and real easy payment, (but)
then you take a look at what
you ended up paying."
The Expositor investigated
the purchase of a Samsung
60" inch LED television. At an
electronic supply store such
as the Brick, it would cost
approximately $1,399 plus tax.
Nevertheless, to buy the exact
same model from a rent -to -
own organization the price
would be roughly $35 weekly
for 156 weeks. By the end of
the term, that works out to be
about $5,460, almost four
times the original price.

forth said his organization dis-
closes all details when provid-
ing consumer loans and
explains the exact rate return.
It's what he calls "a cost of bor-
rowing policy" to ensure the
person being loaned the money
is fully aware of what they are
being charged.
"That's why people enter-
tain these rent-to-own(s) and
kind of get in a little trouble
because they want what they
want now and are willing to
pay a really high interest rate,
Baird said at his TD Canada
Trust office on Seaforth's
main strip October 22. "TD if
we lend you money, we go
over what the rate return is,
we have to be clear on that,
I'm not sure if these places
are. People may (run into
problems) that way."
