The question arose at
Huron East's town hall once
again on November 3 con-
cerning the possibility of
potentially parting ways
with the daycare business.
Some members of council
did not agree with the
inquiry.
According to Mayor
Bernie MacLellan, after the
budget was last passed the
overall cost for operating
the program was not what
was predicted.
"When we get through
this year and we find out
we're paying an extra
$60,000-$70,000 towards
the facility that we hadn't
planned on paying then I'm
going to say we are not
meeting the expected per-
formance," Bemie MacLel-
lan said in the council
chambers.
Tuckersmith Councillor
Ray Chartrand did not
agree with the mayor's
claims as Huron East owns
the property and the organ-
ization is paying leasing
fees.
"It upsets me when we
say the total cost is $70,000
the total was not $70,000,
we paid ourselves rent,"
appealed Chartrand.
The back and forth
debate between the mayor
and Chartrand continued,
MacLellan said a large part
of the increased funds from
the daycare are the result of
new daycare agencies
opening in the area. They
both agreed that the pri-
mary cost to function the
daycare is wages. But the
two could not come to a
concurrence concerning
the over expenditures listed
in the budget or the money
recycling back to Huron
East.
"We do the same thing
when we borrow money
from our own department,
we pay interest to it.
Because that's proper book-
keeping,
ookkeeping, no different if we
rent space from ourselves.
The place that receives the
income is the place that
gave up the space," MacLel-
lan directed to council.
Chartrand told the
mayor, "you're just not get-
ting the point."
Brussels Ward councillor,
David Blainey intervened
and agreed with the mayor
and said the statement is
quite correct relating to the
$70,000 deficit, however he
stated eliminating the day-
care doesn't remove that
exact data, he believes it
would be between $34,000-
$35,000. If council did
approve the removal,
Blainey deemed that there
is no other use for that
square footage because
many tenants are not will-
ing to pay approximately
$3,000 a month for rent.
"I could probably get a
real estate agent to tell you
that," Blainey said.
Currently the Vanastra
daycare rents from the Rec-
reational Centre who sub-
sequently lease from Huron
East. More than 30 families
are being serviced and
Chartrand said it would be
"devastating to the commu-
nity" if the alternative to the
situation were to close the
daycare's doors. Although
the municipality compen-
sates a large portion of the
funds to keep the business
running, Chartrand men-
tioned that the county as a
whole is of great
assistance.
"If you actually go there
and see what the county
has paid for, (which) never
came out of Huron East's
cash, it all came from
Huron County, there's a
plus side of doing this,"
commented Chartrand
He said the county has
installed $45,000 flooring,
new windows, among
many other items to
revamp the building.
"I agree they want to
maintain our building
because they don't want to
be in the business," the
mayor said.
