Home My WebLink AboutHuron Expositor, 2015-06-24, Page 17Council permits construction of half pipe near Dublin Hall Galen Simmons Postmedia Network At their June 8 meeting a delegation from the Dub- lin Lions Club met with West Perth councillors to ask their permission to build a skateboard half pipe beside the Dublin Hall storage shed. In an email to West Perth Interim CAO Susan Duke, Dublin Lions Club member Robert Adam wrote that "the club was approached by youth in the community regarding the possibility of con- structing a skateboard half pipe at the (Dublin Lions) park / community centre. The club is in favour of supplying the materials and labour for this. We believe it would be well - used by several young people in the community." Adam and fellow Lions Club member, Don Ruston, attended the June 8 meeting to ask council's permission to construct the half pipe - at a cost of $2,000 - as well as to solicit any advice council- lors had from their experi- ences constructing the all - wheels park in Mitchell. If approved, the half pipe would be 20 -feet long, by eight -feet wide and four -feet tall. The centre of the half pipe ramp would be adjacent to the community centre storage shed, approxi- mately 104 -feet from Helen Street. "It's got access to the sidewalk there, leading to the playground. We have lighting there and we'll probably add (more) lighting," Ruston explained. "It would be behind (the storage shed), but we didn't want to interfere with family reun- ions and stuff (at Dublin Hall). It's highly visible, we've got four or five Lions members that live right there." After Adam and Ruston finished their presenta- tion to council, Duke said she had provided the Dub- lin Lions Club with infor- mation on how to limit lia- bility and exposure through a shared insur- ance agreement between the Lions Club and the municipality. She added that the user agreement for Dublin Hall and the surrounding area would need to be amended to include usage of the pro- posed half pipe. "It is an increased risk - anytime you increase the facilities at a(n insured) location, you increase the risk. I feel (the half pipe) is important for the municipality to have, and if the municipality accepts that risk then we share responsibility in the agreement and the insur- ance coverage," Duke said. Coun. Nicholas Vink moved to allow the Dublin Lions Club and the youth who proposed the idea in the first place to construct the pipe, which was passed unanimously. Adam then told council- lors he expects construc- t i o n to begin immediately. Before Adam and Ruston left the meeting, they asked councillors if they had any suggestions as to how to word the caution signs that will be put up around the half pipe. Duke said she didn't know, but she would ask the municipality's insur- ance company how best to mitigate liability through signage and get back to the club as soon as possible.
