HomeMy WebLinkAboutHuron Expositor, 2015-07-08, Page 22 Huron Expositor • Wednesday, July 8, 2015 IiIJ1CN ESQ MUNICIPALITY OF HURON EAST CLASS ENVIRONMENTAL ASSESSMENT FOR EXPANSION AND UPGRADING OF THE SEAFORTH SEWAGE TREATMENT FACILITY AND .;) OAK STREET PUMPING STATION ENVIRONMENTAL STUDY REPORT W NOTICE OF FILING OF ADDENDUM In 2009, the Municipality of Huron East completed a Municipal Class Environmental Assessment (EA) to identify a preferred solution for increasing the capacity of the Seaforth Sewage Treatment Plant (STP) to allow for continued growth and development within the community. The Preferred Solution identified in the Environmental Study Report (ESR) was to expand and upgrade the existing STP from 1,900 m3/d to 3,665 m3/d. Since the completion of the Class EA, the E.D. Smith food processing facility (locally known as the Seaforth Creamery) closed in 2013, affecting the quantity and quality of the wastewater received at the Seaforth STP. The Municipality of Huron East has prepared an Addendum to the 2009 ESR to: • identify changes to the problem definition that have occurred since the completion of the original Class EA • provide a description of the new alternative which is to re -rate the existing infrastructure at the Seaforth STP to a higher rated capacity of 2,400 m3/d; and • identify the impacts of the new alternative based on the evaluation criteria and approach that were used in the 2009 Class EA and mitigation measures. The new alternative solution to re -rate the Seaforth STP to 2,400 m3/d is the preferred strategy in the interim for supporting moderate growth in the Town of Seaforth by allowing the commitment of the additional treatment capacity offered by the closure of the E.D. Smith facility for additional housing and employment. The Preferred Solution in the Class 2009 EA to expand the STP to meet the future design flow of 3,665 m3/d is still planned should the communities of Egmondville and Harpurhey choose to connect to the municipal wastewater servicing system in the future. This Addendum should be reviewed in conjunction with the original ESR, "Class Environmental Assessment for Expansion and Upgrading of the Seaforth Sewage Treatment Facility and Oak Street Pumping Station" dated April 20, 2009 prepared by B.M. Ross and Associates Limited. Only the items in the Addendum Report are open for review. By this Notice, the Addendum is being placed on the public record for review in accordance with the requirements of the Municipal Class Environmental Assessment.
