Committee adopts frozen water service policy

Huron East homeowners
grappling with frozen pipes
can expect to receive assis-
tance from municipal staff
during regular office hours,
as well as a free case of bot-
tled water and a large water
jug that can be refilled at the
nearest arena.
That's according to the
municipality's new frozen
water service policy, which
was adopted by the water
and sewage committee at its
March 10 meeting and then
past on to council for
endorsement.

The other day I had a gold
star moment as a mother.
My six year old was deeply
involved in his play as a pre-
tend "soldier" but it was time
for his bath. I had given him
a few warnings that it was
coming up as I predicted it
might be a struggle to get
him into the bathtub. After
my first attempt met with a
lot of resistance, I thought
for a minute and met him in
"his world". I said in a com-
manding sergeant -type
voice, "Attention! Soldier! It
is time for bath. March up
those stairs immediately!"
He looked at me with an
impish smile that told me he
was amused and he happily
complied. Wow, I thought.
That was easy. Why don't I
try this more often? I think as
a busy mother I get caught
up in all that needs to be
done and begin to nag. I
dug deep into my vault of
early childhood educator
experience. Children would
much rather respond to
adults who respect them and
understand them and their
need for play. In that
moment he "played along"
with me because I showed
him that I valued his play. I
understood his world and I
knew it was important to
him. I also remembered that
he is only six and often lives
in a world of deep imagina-
tion. Well, in this gold star
moment I remembered all of
these things and in turn I
was rewarded with his
compliance.
Our early childhood edu-
cators at the child care cen-
tre are experts in these situa-
tions. Every day they come
up with creative solutions to
"meet children in their
world". The staff get to know
these children, often right
from infancy. They observe
them at play and document
what they know about them.
They plan for all of the class-
room activities based on
what the children are inter-
ested in. Our educators
know these children inti-
mately and have formed
relationships with them all.
They know exactly what
works for one child and they
also know that it will not
work for the next child.
Sometimes I wonder how
there is not so many behav-
iour problems in a room full
of twenty-four preschoolers
for example. I believe it is
because the childcare centre
is their world. We allow
them the space and oppor-
tunity to play. We provide
the materials to explore and
learn about the things that
interest them the most. And
when we need them to listen
to us, they usually do. Per-
haps because we meet them
in their world with respect
and value as little people.
We make everything fun.

The policy dictates that
municipal staff will attempt
to thaw the pipes during reg-
ular work hours but limits
the municipality's involve-
ment to the curbstop.
According to the policy,
the municipality will only
attempt to thaw services
"shut off at the curb to the

main line in the road," as
water services frozen
between the curbstop and
the building are "the respon-
sibility of the property
owner."
Huron East, however,
will inform owners of
properties who have had
their frozen water services

policy reads.
Under the regulations,
homeowners being advised
to run a steady stream of
water to prevent their pipes
from freezing will be charged
the same amount on their
water bill as their previous
quarterly bill.
Residents seeking a
temporary water source
are being advised to visit
the arenas in Seaforth and
Brussels. Residents will be
able to fill their own con-
tainers at the rinks.
Shower facilities will also
be made available.
