Was found that the Municipal Board

...proposed a limited, scheme to ease
.tlie sewer -prbblem at particular'
locations, particularly the Hospital
ancl,the Seaforth Shoes factory, and
suggested that the seWage, could
be handled by the existing disposal

Dr, Turnbull said,' that, major re-'
pairs to the 'disposal plant, esti-
mated at $20,000, be carriedout, or
preferably, -that lagoon be estab-
lished.' Coacil's difficulty is in
reconciling this -present demand of
the OWRC,with an approval which.
the commission's predecessor'
partment had giVen to the original
plan. when the disposal plant was
first 'installed. ,
• Council instructed Dr. Turnbull
t phone the O'WR.O and indicate
tfie views which had been express-
ed.,It is hoped, that some decision
could be reached so that all the
preliminary work , could - he,,corn-
plete ready for an earlY •strt '
the spring. -
The delay" in arriving' at an
agreement with the OWRC was
reflected in an accthmt for $3,900 •
from Frank Kling "Ltd..,,alui-which
had been considered by council on.
several occasions. The account
covered the installatiOn a year ago
of a portion of the seWerlirre lead-
ing from the new Seaforth --shoe
factory, which had been installed
prior to construction of the road-
way, and withthe. approval of the
OWRC. There was DO argument as
to the amount of the account, and
individual councillors indicated that
it was most unreasonable to expect
a local contractor to finance opera-
ttoiis such a lerrgth-of time.
'The -work had -been carried' out at
a saving to the town, the amount
involved being below'the en-
gineer's estimate, ,
The difficulty was that the, cost - -
,of the work was to have been in-
cluded in the 8work which OWRC
had agreed to 'finance. When nego-
tiations With- OWRC hogged down,,
the account 'remained unpaid.
Council dompromised and approv-
ed' payment of the $2,500 on. the
account and will tarry the item
as ani account receivable to be re-
covered from QWRC when the ov-
erall program is finally approved.
Council left the -balance of $1:,400
of the account to be carried by the
contractor.....................
