Following- a lengthy, debate, the
Senate recently rejected a proposal
of its banking:committee and ap-
proved a, Goverthrient bill that in
corporates the • current tax on er-

Act, where only Parliament cart
change it. , Among those taking
part was Senator, W. Golding,
of Huron. ' •
,
For the last' 35 • years the tax
which yielded $1,400,000 last year,
has been imposed by cabinet pr-
-der. Fixed in • 1925' at $2.00 per
`horsepower exported, it has been
unchanged sinte..,
. Backed by a group Of .,Liberals,
Senator Walter Aseltine.,- Govern-
ment leader in the Upper Cham-
ber,' appealed to the senators not
to succumb to the urgings of spe-;
dal interest but.affirm that "a tax
to raise revenue by order -in -coun-
cil or by regulation of the cabinet
. :• is not a 'proper way in which
to raise revenue." '
Senator Golding, speaking to the
amendment, said: t • ,

not anxious to do se, I do feel that
I should speak very briefly on the
amendment 'suggested to Bill C-47,

Honourable R. B. Bennett as Prime
Minister, I heard the Liberals dur-
ing all those years denounce Gov-

strong, terms, and later -I heard the
Conservatives and other opposition
members denounce orders in coun-

naturally, that all parties were
against Government by order in
