March 31, 1959. The excess of rev-
enue over expenditure .for: this per,'
lad "is $5,745.30.
Calculating. the above-mentioned
surplus, 1 have taken into account
onequarter of the 'county rates.
which normally would apply to
this period of time,.. and also .one;
quarter of the debenture charges
for "the. same, period. The appropri-
ate aecounts; receivable and pay-
able for the "same period of time
have been taken into account and
bee duly charged and credited
where necessary. ,
Also attached are financial state-
ments for•the.other accounts which
are under our jurisdiction. These
accounts are also for the three-
month period ending March 31,
1959:

ment of revised estimates for the
balance of the fiscal period to De=
ceiilber 31, 1959, and fromthe ex-
perience of the first: three months'
surplus; the antit:ipated revenue
and :expenditures::.far;the balance
of the year is naw' estimated at:
Revenue, $1,679,982:00; ' ,Expendi-
tures, $1,659,520,00, We should 'eon-
plete ; our year with an estimated
surplus 'of $20,462.00. s (These esti-
mates' are . based on the following
mill rates: .General, 6.9; High-
ways, 7.00).
There are a' few variations in the
over-all picture of the estimates
presented in January, but the only.
notable changes are r. in Child' Wel-
fare, which seems to .have: been
rather heavy-forthe first quarter
of -the year; therefore, the estimate
has been increased. slightly; „bow-
ever,rr:othe'r estimates have been
reduced, so thatthe over-all pic-
ture • has not ',changed other _than
'increase -in .the..road .nii1Lrate; sev-

In order to do this, it would be
necessary to -have a nursing home
in each' area capable of looking af-
ter these people:as, required.from

Therefore, -your problem` of ,the
welfare" of. the people • of the coun,-'
ty will,fall into at least three.tate,
gorier: active medical .require-
ments for. ' your local, hospitals;
•certain' types of thedical care for
your nursing ' homes, and - other
-types of, medical care, for your
County Home., tt_discussing this
problem with •medical authorities,
they are • of the opinion -all' three
types of accommodation : are 'nec-
essary. .
At the time,or preparing this`in-
formation, we realize" there is a
problem in connection. with accom-
medation but not • as acute "as, it
appeared -seine time. ago;;however,
in view of the Method..follow: 4 _by
the Ontario Hospital • Commission -in
limiting the Number of days under
which they will pay hospitalization,
this problem Could be one which
could- reoccur from time' to time;
therefore we must -'look to . the fu-
ture to prepare ourselves. for any
such emergency. •
It might be pointed out to mem-
bers of counci that once an 'inrli-
gent -falls' into the ;category d non-
active in the. eyes • of the; ltospital
Commission, , he no longer' mean • .be
classified ifs' an indigent hospital
patient; ",therefore' the .statutory
payments -required by'„.the iuuniei=
polity and the grants to,the county
