The Board has considered the
possibility of adding another storey
to the new addition which would
provide for 38 beds, chiefly ward
accommodation. If this were done,
it is considered advisable to add
operating rooms. The probable cost
of this addition would be $340,000
with grants estimated at $160,000.
The problem facing all hospital
boards is to find funds to provide
the hospitalization which is requir-
ed, and everyone's problem is to
decide on the manner by which
these funds should be raised. As
public institutions, hospitals must
accept all those persons whom the
attencling physicians admit. This
includes residents of this and
neighboring counties, tourists and
others who require hospital care
while in this area. The decision
regarding the discharge of a pa-
tient from the hospital is made
by the attending physician.
A few years ago this County
Council instituted a plan which
detailed the amount of assistance
which would be given to hospitals
to aid in construction. For this
help, the Boards are grateful.
However, the introduction of the
National Health Plan, while assist-
ing in many ways, has posed many
problems for hospital boards.
There is a widespread erroneous
belief that the hospitals are now
maintained by, federal and pro-
vincial grants. Boards have tried
to show that capital funds must
still be raised by local municipali-
ties.
The hospital boards of Huron
County welcome this opportunity
of discussing problems with you
and believe that a comprehensive
study should be made. The mem-
bers of the boards are willing to
assist you by supplying any infor-
mation regarding the financial
position of the hospitals, by furn-
ishing details of proposed exten-
sions and by informing ratepayers
of the needs.
Answer Questions
Certain questions have been ask-
.. • ed frequently. •The following are
the ones for which you may seek
answers:
1. Why are hospital rates higher
now than they were in 1958?
Formerly there was a daily rate
for hospital care, but there were
many extras. Now the rate is all
inclusive providing room, nursing
care, tests, drugs, X-rays, the use
of operating rooms, etc. Formerly
in many cases a patient wondered
whether certain treatment was nec-
essary or .if it could be afforded.
Doctors, knowing the financial pos-
ition of a patient, probably hesi-
tated to recommend extras. Now,
the doctor usually recommends the
best available treatment. While
this may increase the daily rate,
it may reduce the length of the
hospital stay.
2. How are funds provided for
new equipment and new services?
Such funds must be raised by
the boards or from gifts •by organ-
izations, firms or from bequests.
In this regard it should be noted
that people of a community de-
sire the improvement and exten-
sion of hospital services. However,
this must be within reason and is,
of course, dependent upon avail-
able funds.
3. How does the Ontario Services
Commission pay the hospitals for
care provided? -
At stated times, hospitals sub-
mit reports showing the names of
patients, the insurance number,
etc. The payment for these servic-
es is then made. You will under-
stand that the delay in these pay-
ments causes the boards to carry
a bank overdraft. This amount is
very large at times. Interest charg-
es are the responsibility of the hos-
pital. •

4. What happens to the •revenue
resulting from the difference be-
tween ward rates and semi -private
and private room accommodation?
Fifty per cent of this amount is
forwarded to the Ontario Hospital
Services Commission and the re-
mainder is retained by the hospi-
tal.
5. How has the National Health
Plan aided the hospitals?
Hospitals now provide care for
all persons who need it. For all
those persons who have hospital
insurance, payment is guaranteed
which means that certain difficul-
ty in collecting some accounts have
been removed. Of course, hospitals
wish that everyone would avail
himself of the opportunities provid-
ed by hospital insurance. Hospitals
as public institutions, desire to
serve the whole community."
Council referred the problem to
its Executive Committee for dis-
cussion with the hospitals.
