There are too many miles in
Huron County's road system-' for
the tax revenue available to main-
tain them, Huron County Engineer
James Britnell told Huron Council
Wednesday. The present road sys-
tem includes 390 miles, and at the
present annual rate of construc-
tion he said, it is going to take
52 years to bring all the county
roads in Huron up to standard—
and the life of a new road is about
20 years.
Long before all the 390 miles of
road can be rebuilt, said Mr. Brit-
nell, it will be time to start at
the beginning again and rebuild
the roads that are being rebuilt
now. "There are only two solu-
tions," he said: "raise the mill
rate, or drop the number of miles
of road."
In his sessional report to coun-
cil, Mr. Britnell used a large map
of the Huron County road system,
on which the county roads were
classified according to their use-
fulness in connecting towns ' and
villages, and according to the
amount of traffic they . carry.
There are 82 miles of road now
in the county system, said Mr.
Britnell, which do not qualify, in
the service they give to'the motor-
ing public, -as essential routes for
a county system. if 82 miles could
be cut from the county system, he
suggested, the county could save
$82,000 a year In maintenance, and
would have that much more t� de-
vote to new construction.

long-range problems of the coun-

Huron's Library System
No decision has been reached at
the present time in connection with
a County Library system; the mat-
ter is still under discussion and
consideration, Huron Council was
advised in a report presented by
the committee .chairman, C. Han-
na.
The report went on to say that
the Board was requested by the
Dublin Continuation School to give
service to this school, in yiew of
the ,fact that approximately 50 per
cent of the pupils are from Huron
County. Unfortunately, the school
is situated in Perth County and it
has been the practice of the coun-
ty not to go beyond its own bor-
ders. There are various problems
involved in connection with a situ-
ation such as exists at the Dublin
School which could have an effect
on the book exchange program and
also of course, on the budget.
Therefore, we would recommend
to County Council that no action
be taken at this time, but the mat-
ter be referred to the 1961 Library
Board.
The Department of Education
have requested that reports going
to their repartment show only the
actual cost of books purchased by
our Library Co-operative; howev-
er, our Co-operative does consider-
able purchasing for other libraries
and schools and in order to estab-
lish a uniform system, we would

dy of the usefulness of the roads
now maintained by the county, said

"Your committee is not Mak-
ing any recommendations at this
time,". said Reeve McCutcheon,
"but we urge you to consider the
submission seriously, keeping in
mind that a county road system
should serve the county as a whole
and not any particular area"

from the system, said" Mr. Brit-
nell, wouldbe to turn the roads
concerned back to the townships.
The county could do this on its
own authority, he said, just as the
province can turn a section of
King's Highway back to a county,
without any need to get agreement
from the county.
The county roads department'
can not cut costs on new road
construction to any appreciablex-
tent, M. Britnell explained, be-
cause road building subsidized by
the province must be done to stan-
dards prescribed by the Ontario
Department of Highways. The cost
of meeting provincial standards,
he noted, has been increased dur-
ing the past year, by new regula-
tions that require the county to
submit detailed plans and profiles.

"About two days' field work and
three days' office work, by a crew
of three or four men," said Mr,
Britnell, "is required to prepare
each mile of plan and profile. In
addition to this, a survey party of
three men is required on the job
at all times in order to lay out
the requirements of the approved
plan and profile, and to constantly
check that the grade is construct-
ed in accordance with the approv-
al plans"
Subsidiy 50 Per Cent
The subsidy paid by the Ontario
Government. on approved work. is
50 per cent for road building, 80
per cent for bridges, and 100 per
cent for the new development road
that runs east -west through Carlow
and Auburn,
The present tax rate of six and
a half mills, said Mr. Britnell, ap-
pears to be as high as the tax-
payer has been expected to bear.
On the Huron assessment of about
$600,000,000, the levy raises $390,-
000 a year. The fixed costs, Mr.
Britnell said, include $150,000 a
year for the county's share of
maintenance; $32,000 a year for
the county's share of new bridges;
$25,000 for the county's share of
road machinery costs; $25,000 for
overhead. With what is left, he
said, it is possible .to rebuild about
seven and a half miles a year.
"Under the present system," he
warned, "only half the county road
system will have any work done
on it, other than maintenance, in
the next 25 years.
Fewer Miles hi Perth '
Perth County, with a smaller
county road system than Huron's,
has been able to devote more dol-
lars to each mile of road, it was
noted in a table of comparisons
presented

390 miles of county road in Huron
are supported by an assessment
of $60,000,000. On the basis of 1958
figures, Perth was spending $2,400
per mile of road each year, while
Huron was spending $2,000.
With Huron's big area, and big
county road system, the table
showed, each $1,000,000 of assess-
ment in Huron has to support 6.5
miles of county road. In Perth,
the comparable figure is 5.4 miles
of road per $1,000,000 of assess-
ment. In Middlesex the figure is
4.4 miles, in Oxford 3,8, in Bruce
5,8, and id Grey 75.
Council accepted a recommenda-
tion by the road committee that a
small deviation from County Road
25, where the road crosses High-
way 4 at Blyth, be declared a one-
way street, to channel traffic and
reduce the danger of accidents at
the Intetsection.
