LINFORD--At Scott Memorial Hospital,.
on Friday. September 9, to Mr. and
Mrs. Dennis Linford of Clinton, a son.
CARDIFF -.terry and Barbara (nee Pat-
terson). Petrolia,' are happy to announce
the birth of their daughter, Wendy Lee
at C. E. E. Hospital, Petrolia, on Mon
day, September L2, 1960.
and eavestroughing installed on the
Town Hall. The chain drive on the
town roller had broken and been
replaced during the month. He al-
so reported a new tire would short-
ly be required for the grader. A
boiler inspector had also looked
over the town boiler, and passed
it,
Outsiders Dump, Too!
Discussing the dump, he explain-
ed it was in an atrocious condi-
tion at the present time, as they
were waiting for a bplldozer to
Cish back the refuse and gener-
ally clean up the area. The work
should 'be done in the fall while it
is dry, „suggested the mayor, as
people 'howl like blazes" in the
spring, and at that time it's too
wet to do a proper job.
Jurisdiction at the dump is al-
most hopeless, the mayor said. It's
cheaper to bulldoze than hire a
man to supervise, interjected
Councillor Rivers. "People come
from Egmondville, Mitchell, Bruce -
field -all over the place -and use
the town dump."
"We've got to- face it," replied
Mayor Daly, "the dump is going
to get in a mess, and we'll have to
bulldoze once in a while."
Six building permits were issued
during' the mSnth- "at- 'a total of
$59,200.00, according to the report
of the building inspector, Harold
Maloney, Biggest item on this list
was the High School addition, at
$156,000. Other permits were:
Wong's Grill, "neon sign, $400; H.
McLlwain, removal of residence,
North Main Street, $100; Enos
Boshart, siding residence, $600; El-
don Hulley, utility room, $600;
Charles Reeves, car port, $200;
Janet Cluff, siding, $700; Gordon
Nobel, sun porch, $400; H. Addi-
cott, chicken breeding house, $200.
The whole building permit idea
is working satisfactorily, was the
feeling of the mayor. It's got some
teeth in it, and the inspector has
something
Councillor

Y
Cardno pointed out an instance
where it . was possible to prohibit
the removal of an old building from
one location to another.
"What Scale"
At this point Reeve Ball inquir-
ed: "How are the scales coming
along?"
"What scales? We haven't any!"
replied the Mayor.
However, the reeve's question was
answered regarding the former
town scales, when Councillor John
Flannery told of a conversation
with the new operator, who said
he felt business was picking up.
The old shoe factory, now owned
by the town, was ridded of rats
last week, and the mayor brought
to the attention of the town offi-
cials that a visit should be made
to the 'building to see how it fared
with all the rats that had inhabited
it. One councillor reported the
rats had dug holes in the cement
basement floor, but that cement
had been obtained and these holes
repaired.
General question of council was,
if the rent was enough to cover
any damages which the rodents
might cause to the building. The
building should be sold, if pos-
sible, they all agreed.
The routine police report show-
ed fewer mileage this month on
the police car, with only1l,589 miles
being covered. Relief report by
Reeve Ball showed the regular re-
lief being paid and a small amount
for a former Seaforth family.
One inquiry had been made to
the Industrial Committee during
the month, said Mr.'Cardno,, chair-
man 8f that committee. The firm,
desiring to manufacture rubber -
products, were looking -for 20,000
square feet, with a floor designed
to carry heavy equipment. The
matter was referred to the owners
of the former Ontex building, but
the area which could carry that
heavy a load was not enough.

Sunday, Sept. 25,' Rev. R. C.
port, Dr. Turnbull reminded coun-
cil a bill would be forthcoming for
the town's share in sewer work
done in connection with the new
Separate School. The bill would
cover the additional cost for the
larger size tile and two manholes,
and would be for about $400. He
felt, however, the bill shouldn't be
paid until the job was completed
and found to be working satisfac-
torily.
The agreement for this work,
which was forwarded to the school
board recently, should be return-
ed, Mr. Turnbull felt, at an early
date.
Council showed no interest in a
letter regarding the Municipal Win-
ter Works program, tossing it aside
with the feeling that it wasn't de-
signed for a town this size, but
rather for larger centres.
Council instructed the Clerk and
Mayor to apply for the interim
payment of the statutory grant un-
der the Highways Improvement
Act.
Use It -Pay For It!
As the session drewto a close,
Councillor Turnbull mentioned that
he had looked up the by-law on
water rates and owner 'rates for
sewers, and this indiclited that the
owners or occupants could be
charged, The 1957 minutes read,
he said, that the owners would
have to pay. This could be' chang-
ed, he continued, with , a new mo-
tion. The matter was left for fur-
ther consideration at a later meet-
ing, with most councillors in agree-
rhent that the person using the
facilities should pay for it, and not
necessarily the 'owner.

Engineers reported this month
that the sewage project in Seaforth
is almost ready for the letting of
tenders, Dr. J. O. Turnbull inform-
ed council, in his sewage commit-
tee report.
The engineers Were expected in
n
town Tuesday to do a detailed sur-'
vey and four test holes would be
required, the chairman reported,
Harold Maloney had been instruct-
ed to have,a shovel at the disposal
of the men when they arrived:"Cost
of the work, probably about $35,
is to be paid directly by the town,
council decided, and thus avoid
being faced with .a- much higher
bill if it were added to the deben-
tures. r
A letter from McLaren and As-
sociates pointed out the stage to
which work on the project had
reached. The letter also pointed
out a bill for $2,376.77, which was'
for initial work that has accumu-
lated over the past 18 months. The
bill, the letter pointed out, could
be paid •by OWRC and added to
the debentures, if a motion to that
effect was made by council and
forwarded to. the Ontario Water
Resources Commission.
Following extensive discussion
and several references to an ex-
pected surplus, as indicated in the
monthly progress report, council
decided to pay- half the bill now,
gild the balance on December 1.
The discussion centred around
the fact that the OWRC would pay
the bill, but when added to deben-
tures, it would probably more than
double, as pointed out by Council-
lors Turnbull and Cardno. Council,
then, would just be getting in a
little deeper; _ remarked Mr. Card-
