COUNTY. COUNCIL REPORT INDICATES
WORK ADVANCES ON HOME ADDITION
,As you ate well aware, Con -Eng
Company Ltd., general contractor,
for the addition to the County
Home, have commenced operations
although the weather has not been
entirely favorable, progress is be-
ing made.
Actually, there is little to report
at the present time in connection
with the new addition, other than
the fact that work is going on and
appears -to be progressing very well
considering the weather conditions;
etc.
During the'Preparations lor the
new addition to the County Home
there was a certain amount of dis-
cussion in connection with a pil-
low speaker system -being installed
for the bed care patients,. The ex-
penditure at the time was in the
-neighborhood of some $6,000 and
your committee felt that this was
one item which could be deleted
fre4m theoriginal costs. However,
the matter 'has been pursued fur-
ther and Lions " Clubs of Huron
County are discussing the possibil-
ity of undertaking this project,
to have this system installed in
the new addition to the Home.
Your committee have granted the
necessary permission for this work
and would ask that the council en-
dorse their action.
As far as the general operations
of the Home are concerned there
have been various items which
have been discussed by the com-
mittee and they are noted herein.
We would recommend that Mr.
H. Johnston, superintendent of the
County Horne, be granted a salary
increase, and that his salary be
$5,000,00 per annum, effective Jan.
1, 1960, and that a by-law be pass-
ed accordingly.
The remainder of the staff at the
County Home had their salaries
adjusted, in most cases by $10.00 a
month. Under certain circumstanc-
es, larger increases have been
granted where deemed advisable
by your committee, -William Mor-
ritt, Chairman.

ify some people,. and will astonish
the rest.

There will be no change in the
Huron County tax rate this year.
Comity council, meeting in a one -
day session Thursday, set the rate
at 13.9 mills. The rate is calcu-
lated to raise $838,,986,toward an
estimated county • expenditure for
1960 of $1,712,155.
The 13.9 mill total consists of
6.9 mills to be levied for general
county expenses, and seven mills
to be levied for county roads. The
budget; et; estimates of expenditures,
as presented Thursday by John
G. Berry, county clerk -treasurer,
show that provincial grants total-
ling $862,575 are expected to make
up the biggest part of the differ-
ence between the county tax levy
and the total. estimated expendi-
tures.
Costs of county government have
been rising, and the only reason
the tax rate hasnot had to rise to
match, is that indigent hospital
costs have decreased since the new
hospital insurance plan came in
effect, Mr. Berry told councillors
Thursday. "Our costs are rapidly
coming to a point where this dif-
ference will no longer be appar-
ent," he warned "and as a result
further increased costs would mean
increased taxation."
Reimburse Curator
Council approved recommenda-
tion of the County Historic Com-
mittee and voted $3,000 to reim-
burse Mr. Neill for money he ad-
vanced from his own resources to
finance the purchase of a CPR
steam engine,for the Museum.
A new insurance schedule for the
Huron Pioneer Museum ,and its
contents was approved. On the re-
commendation of the committee, of
which Daniel Beuermann, reeve of
McKillop, is chairman, council de-
cided to insure the buildings and
contents for a total of $118,000.
Council also approved, the appomt-
ment of Harry McCreath to be as-
sistant curator, at an honorarium
of $100 a year.
A request _ is to go from the
county to the Department of'fiigli-'
ways ,and to the Department of
Travel and Publicity, to build an
approach to Dunlop's Tomb, on
the north side of the Maitland Val-
ley, when Highway 23 is rerouted
to make a new route, past the site
of the 'tomb,
Sale of two'buildings at Sky Har-
bor airport, north of Goderich, to
the Goderieh Manufacturing Co.,
at a price of $18,000, .was approv-
ed by council with the • adoption of
the Airport Committee's report.
The county has controlled the .air-
port property since it was declar-
ed war surplus, after the Second
World War,
• The buildings bought by Gode=
rich Manufacturing Co. are the:
Second hangar and a drill -shed.
The county council ratified the
agreement negotiated by Reeve
Jewell's committee, which calls for
the county to provide a water sup-
ply to the two buildings. The pur-
chaser has agreed to pay 50 per
cent of any future maintenance
costs in connection with the water
supply.
Withdraws From Mid-WODA
•
Huron -council withdrew its sup,.
port from the Midwestern Ontario
Development Association the four -
county industry -hunting organiza-
tion which has its headquarters at
Stratford. By a vote of 27.8, coun-
cil decided not to pay the •$500 an-
nual subscription which it has con-
tributed to MODA for the past four
years.
The' minority who voted to main-
tain. Huron's County membership
in MODA included Chester Maw-
hinney,; reeve of Exeter; William
Ball, reeve of Seaforth; Melvin
Crich, reeve of Clinton. County
council members who voted to drop
out of MODA- included the two re-
presentatives of Goderieh, .Reeve
Frank Walkom and Deputy Reeve
James Bisset; the Town of Gode-
rich, this year, has not renewed its
-membership in MODA.
Spokesman for. the majority, who
voted against renewing the. $500
subscription for 1960, was William
Morritt, reeve of Blyth. "We've
been spending money on this as-
sociation," said Reeve Morritt,
"but like any good businessman
we would like to see some results
for what we're spending. If you
ask me, I think when these agents
'come along with their prospective
new industries, they come as far
as Mitchell, and they stop there.
That's my opinion."
Boost Urban Rebate
By . a majority of one, Huron'
council voted Thursday to increase
its rebate to urban centres, for
road purposes, from 40 per cent to
4.5 per cent. With a full attendance
of the 33 members of council, 17
voted Against the better deal for
urban centres., and 16 voted for it.
The 16, however, included the two
representatives of the Town of
Goderich, Reeve Frank Walkom
and Deputy Reeve James Bisset,.
each of whom is entitled to a dou-
ble vote, because of - Goderich's
greater population.
The- increase in the amount re-
bated by the county to towns and
villages, to be used for town and
village streets, was requested in
January by the Goderich' repre-
sentatives, and was 'recommended
Thursday' by the, county roads
committee. The increase voted
Thursday is expected to give Gode-
rich a rebate of about $18,000 a
year, instead of about $16,000. Oth-
er municipalities which will bene-
fit proportionately are the towns of
Wingham, Seaforth Clinton and
Exeter, and the. villages of. Hen-.
sall, Zurich, Brussels and Blytti.
Reeve Walkom pointed %tit that
Goderich is now paying the county
more than $40,000 a year in coun-
ty road tax, and has•been receiv-
ing in return only $16,000 a year
from, the county,t to be used on
streets in Goderieh.
"We have no county road in, or
coming to, Goderieh," said Reeve
Walkom. "We regard this suggest,.
ed increase from 40 to 45 as a
very small step„in the right direc-
tion."
Reeve Ivan Forsyth of Tucker-
srtiith township, who spoke against
the proposal to give more rebate to
the-towris and villages, said he tin -
e in Huron R
derstood that towns within coun-
ties receive, in additionto thh
county rebate, provincial subsidies
of 50 per cent on road maintenance
and 80 per cent on bridges. Separ-
ated towns, he added, receive on-
ly 33 1/3 per cent provincial sub-
sidy, but Huron has no separated
towns.
Voting to increase the rebate to
45 per cent were: Adair, Wingham;
Agnew, • Clinton; Ball, Seaforth;
Becker, Hay; Bisset, Goderieh (two
votes); Crich, Clinton; Fisher, Ex-
eter; Henderson, 'Remelt; Kerr,
Wingham, Mawhinney, Exeter.;
McCutcheon, Brussels; McMich-
ael, Howick; Morritt, Blyth;
O'Brien, Zurich; Smith, Usborne;
Walkom, Goderich (two votes).
The minority, who voted to leave
the rebate at 40 per cent compris-
ed: 'Beuermann, McKillop; Cole-
man, Stanley; Dunbar, Grey; Dur-
nin, West Wawanosh; Forbes, God-
erich township; Forsyth, Tucker -
smith; Gibson, Howick; Gjll, Steph-
en; Haberer, Hay; Hanna, East
Wawanosh; Jewell, Colborne; Lei-
per, Hullett; Parrott, Morris; RaU,.
Stanley; Ritchie, Ashfield; Webb,
Stephen; Willits, Turnberry.
-Lions Plan Aid
Council learned that Liobs Clubs
in Huron County were considering
providing funds with „which"to' per-
mit installation of pillow -speakers
throughout the addition being er-
ected at the Huron County Home.
Certain clubs already have approv-
ed the project ,and have donated
money. It is anticipated that this
will be a county -wide project on
behalf of all the Lions Clubs.
A feature of the March session
was a visit from a Grade 8 class
from the Goderich public school.
Council indicated its pleasure and
suggested other classes would be
interested in coming to county
council to see the operations first-
hagd, If at any time a teacher
wishes to bring a class to county
council, all that is' necessary is to
contact 'the •Clerk wand arrange-
ments will be made immediately.
CLERK -TREASURER
At this time I am submitting 'for
your consideration the estimated
revenue and expenditures. for the
Corporation of the County of Huron
for the year 1960.
From the attached schedules you
will note' our estimated surplus for
the year 1960 is $36,556.00. In or-
der to carry out a large scale fin-
anci'al operation, such as ours, we
must allow for certain unforseen
items, and as a result we should
always allow for. a moderate sur-
plus.
The various departments of coun-
ty government have in most cases
been extending their services and
as a result costs are rising. To.
date, however, we have been able
to match the rising costs without
increasing our mill rate due to the
decrease in indigent hospital costs.
Our costs are rapidly coming. -to a
point where this djfference will_ no
longer be apparent, and as a re-
sult further increased costs would
mean increased taxation.
•
As I mentioned in my report of
January, 1959, we commenced a
few system of accounting to cons
orm with the Department of Muni-
cipal Affairs, The results of this
system can now be realized' by the
information I have shown on .the
attached schedules.. It is my sin-
cere hope that you will find these
details o£,some value. It may take
another year or two to fully ap-
preciate the pattern that is being
established. Once this system has
been operating for a•period of time
a definite trend of revenue and ex-
penditures. will be, forthcoming.
The Sky Harbour Airport trans-
action has been completed with the
War Assets Corporation. And as a
result the difference of $12,000.00,
being the ,•cost «esf purchasing the
said property, and the resale of.
certain buildings, has been taken
out of the surplus revenue account,
rather then the current operations
for the year.
The debenture money for the
County. Home has been reinvested
at a rate of between 4 and 5.5%,
depending on' the length of time
involved and should give us a fur-
ther revenue of some $10,000.00 to
$12,000.00.
The estimates as presented in
thisreport are based on the mill
rate of 6.9 mills for the general
fund, and 7.0 mills- for the high-
ways.

senting the financial information
