Central mort- gage and Housing Corporation, Federal housing -agency, on building a house). In addition to building—plans, specifications are essential to the construction of a house. Specifi- cations are the instructions to the builder,..sd to speak. Plans by themselves do not provide a com- plete 'listing of the type and qual- ity of materials to be used in the house. The home owner must specify the particular type and quality of bathroom installation, electrical fixtures, hardware, -floor coverings and' countertop and oth- er' materials. The builder will want to examine these specifica- tions before quoting a'price on the house. Specifications, when made part of a building contract, con- stittite 'a legal agreement between the builder and the future home owner to have the listed materials incorporates) in the house. If the owner does not feel quali- fied to draw up the speciffe'htihtls himself it can be done in co-opera- tion with the builder. If. the house has been .designed for the owner by an architect, he will ;also' pre- pare the specifications. For an ad- ditionaY fee, ` the architect will make full architectural inspections during construction. In some lo- calities, -specialist firms now offer a hofhe inspection service for. the home owner who does not feel qual- ified to carry out supervision him- self. This is a sound 'investment. It is cheaper to prevent errors in construction than to correct Mis- takes later on. • If a house is being built under the National Housitig Act the spe- cifications, like a 'plans, must at least meet the "Housing Stan- dards" prescribed by Central Mortgage and Housing Corporation. Before submitting . the specifica- tions they should be checked care- fully. The only way to ,guarantee accuracy is to have a three-way check: plans against 'specifica- tions, specifications against "Hous- ing Standards" and plans against the standards. On NHA housing, CMHC inspects the building during construction to satisfy itself that these "standards are being met. However, it is the owner's responsibility, as the bor- rower, to see that the builder ac- tually keeps to the plans, specifi- cations and Hous,t'ng Standards. Surveyor Defines -Boundaries Before deciding on., the location of the house a qualified surveyor should define the boundaries of the property. For NHA financial houses, cer- tain minimum spacing between buildings and lot and street lines is required. A•.proper allowanceis necessary if a driveway. _is plan- ned at the side of the house. A widen side yard may also be de- sirable if neighboring houses have windows looking out on the same yard. Municipal zoning regulations. and building by-laws must also be taken into account. The minimum lot -size acceptable for NHA housing is 4,000 square feet. The house, itself must not occupy more than 33 per cent of the lot area. This can be increas- ed to 40 per cent for corner lots. A minimum setback of 12 feet from the street line -is required, though many municipalities insist on More. The yard at the rear of the house must have 'a depth of at least 25 feet. On either side of a one -storey house there must be a distance of at least four feet be- tween the wall and lot line. If the house is more than one -storey in height the side yard requirement is greater. Once a municipal building per- mit is obtained and' the Ioan has been arranged, the builder can start construction. It is impor- tant to, ,remember that a loan can-, not be madeunder the National Housing Act if construction, other than bare excavation, has begun. Friends Honor Mr.,,Mrs. F. G. Hilton, chairman of the Company annoupced this week. Mr. • Hilton revealed Stelco's plans to 120 company sales ;epic- septatives attending a f,ur-day conference in Hamilton. Their meeting -marks -the 'first formal ob- servance of the Company's 50th Anniversary Year. Stelco's program of educational assistance has four provisions: First. is the awarding of under- raduate_•.tit series valued at $1,000 each to 14 Canadian uni- versities from .coast to coast. Sec- ond provision is for grants of four, one-year post -graduate fellowships worth $3,000 each established to encourage research in metallurgy. Third, the Company is also estab- lishing a chair in metallurgy at McMaster University to be known as "The Steel Company of Canada Chair in Metallurgy." ' Finally, •Stelco will prove eight annual awards of $200 each to stu- dents attending the Hamilton -.In- stitute of Technology and ,Ryerson Institute of Technology in Toronto. The objective of Stelco's bursary plan is to give financial assistance ante to capable students -who might not otherwise attend university. - The Company will grant 14 bursaries each year, each bursaryto run a maximum of four years for any one student. After four years there wiil be a maximum of 56 bursaries outstanding with a `total annual value of $56,000, The Stelco burs- aries will provide $500 each year for the student and a similar amount for the general funds of ..the ' university whicli he ' 0r• she 'attends. There will be no restric- tionon the -course of study. The Stelco Fellowships will be awarded by acommittee set up by the Canadian University Founda- tion. Each fellowship provides $2,000 yearly to the student and. $1 000 to the university where the post -graduate work in • metallurgi- cal research will be taken. Establishment of The Steel Com- pany' of Canada Chair in Metal- lurgy at McMaster University will enable the University to appoint a senior metallurgist with a distin- guished reputation to its Depart- ment of Metallurgy,. The appoint- ment is --expected to increase the research activities of the depart- ment.- All details of the post will be administered by McMaster. • The. eight annual rewards to technology students will be admin- istered by the Institutes. Since each ward' bf'$g00 will run a maxi- -mum of three years, there will be, 24 .awards -with a total value of $4,800 outstanding after the initial three years.
