Canada It's about vetting, not just Monsef The story ofrefugee- turned-cabinet-mem- ber Maryam Monsef is compelling. This week it also turned confusing -- and potentially damaging to the Liberal government. Yet the questions raised by a Globe and Mail report on her birthplace must be addressed. They include: Why didn't full details of Monsef's background come to light earlier? Why didn't officials who vet cabinet can- didates uncover the details? And, if they weren't up to the task, who else's background check might contain inaccu- rate information, with more serious repercussions? Peterborough MP Monsef, 31, joined Justin Trudeau's cabinet last year as minister of democratic institutions. She has spoken often of her background as an Afghan - born refugee whose family fled to Iran. Her father died as a result of the area's vio- lence; her mother eventually got the rest of the family to Canada, where their narra- tive became one of hard work and success. The newspaper, however, discovered that Monsef had actually been born in Iran, and on Thursday she released a detailed state- ment in which she said her mother had only recently confirmed this. Monsef's parents, both Afghan, had fled from vio- lence -racked Herat to Mashad, Iran, before her birth. Many refugee families have similarly tangled background stories. But tough questions loom about the vetting process for cabinet candidates. If a news- paper could discover Mon- sef's real birthplace, govern- ment professionals who do such work routinely should have been able to. Cabinet ministers learn sensitive details about the country's security; background checks must be thorough. The affair may be benign but it is a political distraction. A former Tory MP for Peter- borough has tweeted about Monsef's "lies" and a current Tory MP asks on social media whether information was correct on her refugee appli- cation, suggesting "serious consequences if not:' Cabinet ministers are retreating behind vague statements such as "I'm very proud of my colleague." The matter is deeply per- sonal for Monsef, and her family must work through the confusion. The Liberal government, however, needs to focus on the larger issue: rigorously examining and improving its vetting process.
