A large part of this is repre- sented by church property held by cor- poritions wen able to pay taxes. These corporations as a rule are wealthy and take the choices sites for their building and buy extra property for , speculation purposes, simply ihecause they can hold it without pay- ing taxes. Thesystem is an unjust one and the Government should so caulked the laav as to make it compul- sory on the owners of all real estate, save what is used for state purposes alone, to pay taxes to the local muni- cipalities. This would not only be 'right but would go a long way towards thecomplete separation of Church and State, and just what is needed in Canada. What right has a congre- gation of people more than a single member of that same institution to get exemption from. taxes I The same law that applies to the individual should also be applicable to the church as a 1whole. (1) That the practice of dehorning bepermitted where performed with reasonable skill, with proper appliances and with due regard to the avoidance of unn.eittat,tary suffering, and that the Ontario Government shotild briEg to the attention of the Dominion Govern- ment the desirability of amending the law relating to cruelty to animals, so as to give effect to this recommenda- tion. This un - wally wet fall clinches the lessons which are being taught about our ptosent system of road -making and toad -mending. Most men who use roads don't care in dry weather, and when mud covers the face of the earth 'it is not a gond time to mend roads and so they are never Mended. But the mem who bas found 500 pounds too big o. teed to haul over a toad, when a ton should have been light enough, is in a State of mind to consider the best plan for road milt- ing. As the weakest place in a rope the measures of its strength, so the *twat place in the road is the amount of the load that can be hauled over it. If there is a mud hole through which a team can haul only St 1 pound; and the rest of the road is good, 500 pounds is the lunit of the road just the .same. That, improvement is necessary cannot be denied. The present system 'of Statute labor has outlived its usefulness„ in the older portions of the Province at least; and it is near time that something better should be devised.
