number of reports were presented
our several 'municipalities of the
county, showing the amounts expended
in charitable aid during the past three
years. This was in accordance with
a resolution 'passed at the January
session, for the purpose of ascertaining
if it would pay to establish a County
Poor House. Pott Elgin, ' Culross,
Chesley, Arran, Lindsay and St. Ed-
munds reported ` that they had no in-
digents needing county aid. Huron
reported spending an average in indig-
ent aid of $290,.per year; •Kincardine
township, $170 per year ; Brant, $426
per year; Carrick, $153; Kincardine
town, $404; Bruce, $416; Tara, $20;
Kinloss, $117; Arran, $50: Eastnor,
$112. The" other municipalities did
not report. Several of the reports
stated that the aid granted in many
cases was temporary and „that the
partiesto whom it was granted could
not be Glassed as permanent indigents.
An invitation from the Walkerton
Mechanics' Institute to the council, ex-
tending the •courtesies of the Reading
Room to the members during their
stay in town, was referred to. a commit-
tee, and suitably • acknowledged' by the
chairman, Mr. Bradley, Reeve of
Greenock., -
A large number of accounts were
presented from members of the council,
certified by themselves, claiming pay-
ment for their services and expenses in
expending money grants from the
countyon, roads and bridges in their
own municipalities. They were paid
this time, but on motion of Messrs.
Bryan and McIntosh • a by-law was in-
troduced and passed, providing that
for the future "when a minor munici-
pality receives a special money grant
from the county for the purpose ,gf
assisting in repairing the roads and'
bridges of such municipality, such
grants shall includeall expenses . in
connection with the .expenditure of
the same." • • .
Mr. R. B. Clement presented a
petition' and addressed the council,
asking a grant to purchase and pre-
serve some relics of the pioneers of the
County of Bruce. The council could
not .see it. Memorial laid over.
The • attention of the . Education
Committee, Mr. R. E. Moore, of Lion's
Head, chairman, was engaged during
the whole session considering a claim
of the Walkerton High School Board,
under the Ontario Act of last session.
The Act is so extremely difficult to
understand that'iit is scarcely possible
for any two people to arrive at the
same conclusion either as to its mean-
ing, or as -to the sum proper to be
claimed under it. After a great deal
of careful study and reflection on the
subject, Mr. Moore, assisted by Messrs..
McKellar, Jermyn, Izzard, and Davis,
arrived at the conclusion that Walker-
ton High School is entitled to a grant
of $266 per year under the Act. A
motion by Messrs. Richardson, of
Walkerton, and Major Scott, of Kin-
cardine, to make the grant $400, was
defeated. Mr. McNamara, Treasurer.
of the Walkerton High School, ad-
dressed the council in support of the
claim put in by the Board. But it was
no go. The School must either take
the $266 or fight it nut before the
county Judge.
Mr. R. Russel:, Treasurer of the
township o£ Amabel, returned $37.00,
being balance of a sum that had been
voted at the Juno session to repair a
bridge on tke county line at Park
Head. After repairing the bridge. Mr..
Russell had $37 left, which heyreturned
to the county. His amazing honesty
almost petrified the council:
Dr. Bradley, Major Sciott; Messrs.
McIntyre, Wm. Bradley and McIn-
tosh, were appointed a committee to
investigate the constables' Bill of costs
in the Ballaugb stealing case.
The council confirmed the nowin,{-,
tion of Kenneth McNaughton as a
student of the county at the Ontario
Agricultural Colltje during the 'pres-
ent session.
In answer to .a petition from .prom-
inent residents of Bervie, the council
increased their grant of $8 to $12 per
month, for the payment of a person tc?
take care of Catharine Campbell, a
blind and iic;,l ie person of that village.
A claim of $146.32 put in by Smith
Bros. for damage to portable steam en-
gine, caused by breaking through a
bridge on the townline of Brant and
Greenock, was referred to a committee
to ascertain the facts, and then consult
the county solicitor as to the law.
On motion` of Major Scott and Mr.
Walker, $500 was granted to Kincar-
dine to assist in defraying the cost of
completing the new iron bridge in that
town.
Major Scott, of Kincardine, Bryan,
of -Lucknow, and Richardson, of Walk-
erton, reported a resolution .of condol•
ecce on the death of the late gaoler,
M. Samuel Roekher. It was ordered
to 'be engrossed and presented to the
family. .
In reference to a boy named George
McKenzie, who camein from the
County of Grey, and was sent'. to the
Industrial School by the Judge of
Bruce, a resolution was adopted to
memorialize the Ontario Legislature to
so amend the Industrial School. Act,
that hereafter no person can be made
a charge against a municipality with-
out the sanction of its municipal auth-
orities. • -
The Treasurer submitted a list of or-
ders.issued by the Warden ,since the
June meeting, covering a number of
small expenditures for gaol supplies,
postage, etc.' They were confirmed by
the council. . .
The Treasurer's statement of re
-
ceipts and expenditures for the past.
six months was submitted, showing an
outlay during that.tiwe, of $35,152.91.
• A grant of $50 was made to Abra-
ham Hellyer for the purpose of remov-
ing his idiotic son to Orillia, the same
to be expended under the direction of
Mr Moore, of Eastnor,
Mr. Jno. Irving, License Inspector,
reported having in hand a balance of
$60.50 after settling up Scott Act ac-
counts. He was instructed to pay it
over to the county treasurer.
Messrs: Scott: and Bryan introduced
a taffy motion. for the Warden. It
was passed unanimously, and is well
deserved.
A grant of $35 was made to J. W.
Jameson, of Tara, an unfortunate, who
by accident has been crippled for life.
On .motion of Messrs. Bryan and
McKay, a resolution was unanimously
tiassed to memorialize the Ontario
Legislature and the Dominion Parlia
meat, to amend the law so that the
salaries of all civil servants may be'
attached for debt in the ordinary
course, and also that the Ontario Gov't
'be further urged "to provide that'reis-
trars, sheriffs, clerks of the peace,
county attorneys, and other public,
officials,. be paid by salary instead of
fees.
A motion by Messrs, McKay and
Bradley, of Greenock, recommending
that the law should be changed so that
the representatives of tho different
municipalities shall be, -elected accord-
ing to the assessment and population,
and nut by population only, 'was laid
over 'until the next meeting of council.
The Jail and Warden's Committee
recommended the erection`of a. porch
over Judge Barrett's room. Some
other small repairs around the court
house and jail were also provided for
in , the report, and adopted by the
council.
