• only does it bring with it a healthy financial
emollient, but a consequent social prestige of
no erdiuzry kind. To be the first citizen, the
premier, of a city of twq hundred thousand
souls is no mean distinction. But it is not
perpetual, nor hereditary; and, as it is said,
though the present occupant may not be tired
of the city, the city is about tired of him. 'His
administration, so the Telegram asserts, has
been a luxury, of which the excessive assess-
ment is evidence. There is no great source of
joy in a fat tax bill ; not.to the property owner.

the conditions of life the harrier to bear, and

This week theolice are taking a census of
the city. The Dominion census, although
showing a phenomenal increase, is not satis-
factory t(i civic n:Linels, It was rather loosely
taken,, so it is said. Following the' course of
other cities on both sides of the line, some
fifty policetnen' have been detailed to take a
civic census. It is thought that it will add at
least ten thousand to the population ; and
certainly, if Victoria, B. C,, was -able to show
an increase of some six •thousand, • this. city
should add ten. Of c.1onse, there is the
imminent danger of "padding." as was dune
in Minneapolis and some other, plates, but it
is not likely, The census will have no official
value, bowevar ;• merely placing the actual
