WE received last week from Ottawa
the largest blue book ever issued in
-Canada. The Reports of the Seleet
Standing Committee on Privileges and
Elections relative to certain statements
and charges made in connection with
the trades and contracts, respecting
the Quebec Harbor Works, and the
Es uimalt Graving Dock (referred on
the Mb sof May, 1891), also relative
to the resignation of the : Honorable
'I homas McGreevy (referred" on the
7,0tb of. August, 1891.), with minutes
of proceedings and evidence attached,".
and, its name, as will be seen, is 'a
fitting one. The book contains about
1,566 pages, besides plans of docks,
etc. The "Auditors Report" and the
"Trade and Navigation Returns" are
large volumes, but they are completely
dwarfed by this immense report. It
weighs 51. lbs. avoirdupois.
-TEARS ago one of the: questions
which' agitated the minds of British
statesmen `was,' "Should Canadians be
intrusted with ,power of governing
themselves 1" The people of this
country were poor and 'had not. the
advantage of an early education.
They were brought up under different
forms of government and came to
this country with the hope of better-
ing their condition. There was much
to. attend to without the extra burdens
of self-government. It is not to be
wondered at that these old statesmen
were doubtful as to . the business
ability and self control of these early
settlers to assume the burdens and
cares o : ; minis ring t eir own
affairs.' The question again comes up
•after4he= laps ' of fay -yea -iv ''aft -kir
under a new form. It now is, "Have
the Canadians enough moral power to.
govern themselves honestly'," Our
system of government is good.' Our
people are as intelligent as any people'
ander the 'sun. They have the power
3n their own hands. It must be hu-
miliating to those who give serious
• thought to the present situation to
stop and ask themselves the question,
Is'there,not enough moral power in
this, Icountry to govern it honestly?"
• The Canadian'Gazette, London,
say$.^—Again'and again have we
' ' urged upon Canadian breeders the
;value of the 'British market for 'Cana-
. .cian horses. As yet the result has
.•" • j,een small, but the demand in this
,chantry for really first-class horses
continues unabased, and formed the
great feature of the business done at

din's movementsin--the. Mediterranean -
shows that the bear is preparing to
strike in India at the power which
bars his passage through the Dardan-
elles. The statement attributed to
the,Gerh an commander-in-chief, inti-
mating that the armies of the hither-
land may 1 e called together for serious
business as soon as the snows of winter
have gone, is another indication of the
coming of a storm, and the outlook is
made still more threatening by the
practical conclusion of a treaty between
France and Russia. Be the result
what it may as regards other countries,
there can be little doubt thatit. must
cause the breaking up of the Russian
Empire. With a third of the popula-
tion starling and the whole country
honeycoml?ed with Nihilist conspira-.
cies, it needs but one great disaster
abroad to bring about a collapse.
TEMPERANCE movements are like
the ebb and • flow of the tide. .They
come fprward , with a rush and then
retire only to return again with in
creased energy.. Latterly the tide
;has been flowing out,^ but there are'
already indications of its return with
a force surpassing all previous onward
movements.. Those who are interested -
in the, liciuor traffic will be fortunate
if they are not engulfed in the rising
waters.
