• SEPARATE SCHOOLS.
During this campaign there are being
made many uat.uthful statements as to
the .stateof the Separate School law.
The intention, of course, is to injure the
scrupulous members of the opposition
whose motto is to win, at any cost, and
hesitating at no sacrifice of the truth.
Let us get at the facts of the case as
they are. Previous to last session the
accusation was made publicly that by
amendments to the Separate School law
the notice required under Section 40,

a supporter of public schools was done

such indignities. (1) In order that the

question but not fully. A fuller ex-
planation was given in the followiun
supporter of Separate Schools legally
exclpt he gave or authorized the notice
required under the original Separate
School Act. The matter was referred
to the highest courts in Ontario, and
the held that
the law was tight. But because this
law had not in ail ries been observed,
and to put the question beyond dispute,
an act was passed last session and as-
sented to on the 7th of April Last, and
is now the law of the land.
Tae,fitst section of the Act. requires
the clerk of every Municipality to keep
. in alphabetical order, and open 'to in-
spection by ratepayers, a list ofall
Roman Catholics who have given writ-
ten notice of their wish to support
Separate Schools or of their wish to
withdraw such support, ."
The same section requiresthe same
list to show the names of all Roman
Catholics who inay hereafter give such
utltice. • -
The same section specifies the keep-.
ing of the list as "the duty of the clerk"
and so eubjects him to penalties for
neglecting it,
The' second section requires the as-
sessor in every municipality containing
. or ... .inti„ nous to a Separate School
district, not only to class school 'sup-
porter's properly in the notices he sends
them, specifying the particulars of
their assessment, but to place conspic
_uqusly across the notice either the
+ words "fou aressessed as a Separate
School suppor er, or"You are assess-
ed as a,Public " ool supporter."
The third section is this : "When
tieo, list, required by the first section of
.this .Act is prepared, the aaeseor 9s to
-be guided thereby in ascertaining who
hare given the noticas which are by law
nereary in -order to entitle supporters
of Roman Catholic Separate Schools to
exemption from Public School tax."
The italics murk words absolutely
frilleify Attie assertion that "the Roman
Catholic ratepayer is not distinctly de-
, dared a prima facie supporter of
Public Schools,. To get out of that
position a written notice from him is
• --by law necessary" This has always
-beenso, but here is the declaratory Act
removing possibility 'of dispute as' to*
the fact.
